FAQs about Oman Vision 2040

It is the national reference for Oman's economic and social planning for the period 2021-2040, from which national strategies and five-year development plans are derived.

There are 12 national priorities in the vision:

  12. Governance of the State's Administrative Bodies, Resources and Projects

National programs are short- or medium-term intensive programs that are formulated based on the requirements of the stage, and the objectives of the five-year development plans, to achieve the national targets of Oman Vision 2040, with clear governance and integration between relevant entities. The current national programs are:

  1. The National Program for Private Sector and Foreign Trade Development (Nazdaher)
  2. The National Program for Fiscal Sustainability and Financial Sector Development (Estidamah)
  3. Government Digital Transformation Program
  4. The National Employment Program (Tashgheel)
  5. The National Economic Diversification Program (Tanwea’a)
  6. The National Net-Zero Program

The realization of the vision depends on several mutually reinforcing factors:

  1. An integrated work system at various levels (vision, strategies, annual plans, initiatives and projects).
  2. The existence of a follow-up system for implementation, to ensure that the targets are achieved and challenges are resolved:
  • The Authority (reporting to HM).
  • Council of Ministers.
  • Steering meetings between the concerned ministers.
  • National programs (follow-up teams to ensure implementation).
  • Oman Vision 2040 implementation follow-up offices in government agencies.
  1. Resolution of challenges: A multi-level escalation mechanism.
  2. Performance measurement: Dashboards consisting of 3 levels of indicators (main vision indicators, government institutions indicators, and national program indicators).

The escalation mechanism starts with trying to solve the issue or challenge internally through the vision office in the government institution, and if it cannot be solved, it is escalated to the head of the institution, then the challenge is escalated during the periodic steering meetings between the ministers concerned with the sector, then to the Council of Ministers, and finally to His Majesty, usually when there are structural issues that require a royal directive, or an issue that has taken a long time without being resolved.

Oman Vision 2040 Implementation Follow-up Offices are one of the tools to ensure the realization of Oman Vision 2040, as they consist of qualified work teams that report to the heads of government institutions, working to enhance the integration between the institution's plans and Vision indicators on the one hand, and planning and implementation on the other, and form the link between them and Oman Vision 2040 Implementation Follow-up Unit and the state’s administrative system in all matters related to achieving the Vision's goals.
